The specific purpose of this consultancy is to provide technical assistance and overall guidance to UNICEF and her partners in conducting a new Education Sector Plan (ESP) for Kiribati. The development of an ESP is preceded by an Education Sector Analysis (ESA), accompanied by the drafting of GPE Compact documents. The main objective of this assignment is to support and build the capacities of the participating Ministries and key national implementing partners, and to support the overall development process by closely working within all set structures.

The purpose of the Education Sector Analysis is:

  • To examine the current status of the education sector in Kiribati and Tuvalu to identify priority issues at each level;
  • To provide an evidence-based foundation for the Governments’ preparation of its next ESP;
  • To help guiding and coordinating the different education stakeholders in the respective countries on the main priority issues for the education sector looking forward;
  • To enable the Governments to make an evidence-based case for additional financing for future education investments.

The analyses will be national in scope and cover all education levels.

Based on the findings of the ESA a new Education Sector Plan is prepared, also taking into account existing National Development Plans and visions for the education sector, including Joint Sector Reviews (JSRs) of the current Education Sector Plan. The process is built on a series of consultations on ESP drafts, primarily involving the Local Education Groups (LEGs), Ministerial Technical Working Groups, UNICEF Pacific Education Section, and also the wider public in nationwide Validation Workshops toward the end of the assignment. The assignment will be guided by GPE’s Guidelines for Education Sector Plan Preparation (UNESCO 2015).

During the assignment practical technical assistance will be provided to the Ministry of Education in drafting the GPE Partnership Compact documents.

Type of services provided

For the ESA, the following services are provided:

  • Document study;
  • Conducting consultations with stakeholders;
  • Assessment of context of Education sector;
  • Detailed policy analysis;
  • Assessment of system performance, capacities, and management issues;
  • Analysis investment in education;
  • Preparation and presentation draft ESA;
  • Finalisation ESA, incorporating feedback.

For the ESP, the following services are provided:

  • Capacity building of Ministry personnel on ESP development and implementation;
  • Conducting consultations with stakeholders;
  • Developing simulation costing and targeting model and alignment with ESP structure;
  • Designing draft ESP structure;
  • Facilitating workshop on ESP results framework and related budget planning;
  • Design of M&E framework;
  • Preparation and presentation draft ESP;
  • Finalisation ESP, incorporating feedback.

For the Partnership Compact, the following services are provided:

  • Capacity building of Ministry personnel on ESP development and implementation;
  • Conducting consultations with stakeholders;
  • Preparation and presentation draft compacts;
  • Finalisation compacts, incorporating feedback.
