Technical Assistance to the programming of the 10th EDF for New Caledonia

An overall budget for the 10th European Development Fund (EDF) of € 286 million has been allocated to the Overseas Countries and Territories; the indicative allocation for New Caledonia is 19.8 Million Euro. The authorities have indicated to the European Commission that they would like to concentrate the 10th EDF territorial allocation on “professional training as a tool for sustainable development”.

The main task under this contract is to provide assistance to prepare the Single Programming Documents (SPDs) in line with the objectives and principles of the Commission 1424/2007 Regulation on application of the Decision of Association 2001/822 and in collaboration with all the relevant stakeholders.

The objectives are:

• Assist NC during the programming process, on the preparation and conceptualization of the SPD and throughout its approval process/adoption;
• Increase the capacity of NC in the development of the SPD according to the concentration area.

Type of services provided

PROMAN provides the services of one senior consultant who will:

• Assist NC in the development of its SPD, from the preparation of the first draft SPD until its adoption. The process of development of the SPD will be realized according to the 10th EDF OCT programming orientations Following these orientations, indicators will only be determined once a policy dialogue has taken place between NC and the European Commission;
• The expert will also make a very brief analysis of the 9th EDF Programme;
• Assist NC in the discussions/exchange of views as provided for in Article 4 (2) of the implementing Regulation.
