Detailed description of project Back
The war has had a devastating effect on the population of RDC; specifically the eastern regions have suffered tremendously. Since 2001 the EC has been engaged in providing humanitarian assistance in these regions. It is only since the end of 2003 that the security situation allowed the undertaking of rehabilitation activities. At the end of 2004, it can finally be concluded that the RDC is in a “post-conflict” situation where external assistance can be usefully provided to help the country to achieve political, economic and social stability. The European Commission will finance an additional Programme of 70 M Euro on top of the current 30 MEURO but with more emphasis on “rehabilitation” and less on emergency aid. Its objective is the improvement of the living conditions of the war affected population, in particular displaced persons, returnees and demobilized with minimum access to basic services, transport and limited very limited resources. Under this contract assistance has been requested to prepare an overall analysis and strategy in which this Programme should be integrated.
