Detailed description of project Back
The support project to the MEPC aims at improving the capacities for programming and management of EC aid and to strengthen capacities for coordination of all external aid to Chad, specifically the planning, implementation and monitoring of the National Poverty Reduction Strategy. The function of NAO in Chad is entrusted to the Minister of the Ministry of Economy, Planning and Cooperation; the deputy NAOs are the Secretary General and the Deputy Secretary General of the MEPC.
In addition to a support aimed at improving EDF implementation, it is necessary to have an impact on the institutional capacity and the viability of the system of management of public resources in Chad and that the EC support takes fully into account the system of coordination and management of the other external aid, which includes the NSA.
The project therefore consists of two independent components so as to ensure that the second component maintains some neutrality towards the technical and financial partners of the country, other then the EC. The two components nevertheless need to cooperate and to find synergies.
Component 1: Support to the National Authorizing Officer
Strengthening of the capacities of the NAO in managing EC aid through the setting-up of a performing NAO Support Unit (with total staffing of 29 people) to allow the NAO to fully take on board his functions:
Component 2: Support to External Aid Coordination
PROMAN and LINPICO provide the services of a total of 4 long-term experts:
PROMAN as lead partner of the consortium ensures overall backstopping of the project: backstopping missions in the field, quality assurance, overall contract management.
