Technical Assistance to the Ministry of Economy and Finances (NAO) and the National Statistical Institute (INSAE) in the framework of the Joint Support Programme to Good Governance in Public Finance and Statistics

The Joint Programme of Support to Good Governance in Public Finance and Statistics (CAP), including three Member States, aims to support the implementation of the Action Plan for improved management of Public Finance 2009 -2013 and the National Strategy for Development of Statistics (SDNS).

The objectives of this service contract are:

• Provide the MEF, the Reform Management Unit (UGR), the implementation structures, INSAE and the NAO Support Unit expertise in project management (administrative, contractual and financial aspects of project implementation, monitoring and evaluation);
• Support the activities of the administrators and accountants of the program estimates and strengthen the skills of managers and agents in terms of operational management, bookkeeping and reporting;
• Facilitate the use of EDF procedures and ensure their full compliance.

This expertise is fully integrated within the UGR both to support direct implementation of the programme, but especially to support HR development and training, be it through on-the job training or formal training so as to strengthen capacities of the local administration.

Type of services provided

PROMAN provides the services of a LT resident expert (440 m/d), specialised in capacity building, EDF procedures and PCM.

PROMAN HQ provides backstopping and quality control.
