Detailed description of project Back

The purpose of the Namibia HRDP is improved education and training responding to social and economic opportunities and constraints in the country. The programme covers 5 main areas of support:

  • Science and Mathematics Education including the upgrading of secondary school teachers, the collaboration between institutions involved and improved management;
  • Community Skills Development Programme (Vocational skills development): the establishment of pilot centers to train unemployed youth. Assistance in preparing a National Strategy to cope with unemployment;
  • Formal Vocational Training: Training of technical instructors and improving skills of existing instructors. Production of training materials, MIS of the MHEVTST; pre-vocational subjects in secondary schools; career guidance, interaction between industry and training system;
  • Physical Infrastructure for Primary Schools: classroom and facilities construction and improved access for educationally marginalized children;
  • Open Learning Centers: equipping student support centers with resources for open Learning.

Type of services provided

PROMAN provided the following experts:

  • Team Leader, Vocational Training Expert;
  • Institutional and Organisational DevelopmentExpert;
  • Skills Training – Infrastructure Expert;
  • Logical Framework Expert.

The Mid-Term Review dealt with a) an analysis of the programme in the context of the project preparation and design, the relevance, the efficiency, the effectiveness, the impact and sustainability and, where relevant the replicability of the programme activities; b) an assessment of the coherence of the programme with those of other donors, and with Namibia’s overall development strategy, particularly as its relates to education and training, and c) drawing lessons and formulating recommendations for ongoing and future programmes in the education sector.

As part of the review, a logical framework seminar was organized involving key stakeholders.
