Detailed description of project Back

The Technical Assistance should be understood within the general context of the transition to the 10th EDF and a new phase in the support to the services of the National Authorising Officer. It will moreover allow a close and effective follow-up of the steps taken in preparation of the implementation of the 10th EDF and ensure the continuity of the actions already undertaken. More specifically the TA will provide support in the following areas:

  • Sector coordination: the TA will support the National Authorising Officer (DGCOOP) in his role in coordinating the different actors in those sectors that receive or are entitled to receive funds from the EC (as well from the EDF as from the EC Budget);
  • Implementation of the 9th EDF: the TA will support all actors to implement effectively andefficiently the activities financed through the EDF, especially the 9th EDF, to ensure a satisfactory rate of execution for the absorption of those funds;
  • Preparation for the 10th EDF: the TA will support the National Authorising Officer for the two essential steps that will ensure the future success of the implementation of the 10th EDF: the follow-up of identification studies and the coordination of the different sectors and the set-up of a system to monitor the Government’s commitments as regards governance;
  • Management tools: the TA will ensure that the DGCOOP has full command of all relevant tools (monitoring tables, sector matrices);
  • Contracts and finances: the TA will support the DGCOOP in two essential areas: the set-up of the accounting programme TOMATE and the closing of the different financial commitments.

Type of services provided

PROMAN provides the services of an expert/head of mission. This Technical Assistant works directly for the General Director for Cooperation and works closely with the Director for Multilateral Cooperation and the cooperation services with the EDF.

PROMAN HQ provides backstopping and quality control.
