The overall objective of this technical assistance contract in support of the NAO services is to enhance the effectiveness of the cooperation between the European Union and the Union of the Comoros and to increase its impact contributing to the fight against poverty and improving the rule of law and good governance in the Union of the Comoros.

The specific objective of this contract is to increase the technical capacities of the services of the National Authorizing Officer, the NAO and the technical ministries in order to improve project management in the framework of the cooperation between the Union of the Comoros and the European Union.

The expected results include:

  • Project planning and appraisal are carried out by the NAO services, with the support and participation of other concerned development actors (civil society, local authorities, technical ministries, the General Planning Commission, etc.);
  • Implementation and monitoring of EU-funded development projects are improved;
  • Administrative services and departments in the sectors concerned take over progressively tasks of the NAO;
  • The administration, the public and development partners are better informed about EU development policy (including trade issues) and cooperation between the EU and the Union of the Comoros;
  • The Government is able to better inform the EU about its policies and to better coordinate its support with other partners.

Core services deal with a variety of issues including:

  • Programming;
  • Implementation of EDF procedures;
  • Financial, accounting and contractual control of projects;
  • Monitoring and evaluation;
  • Staff management and training;
  • Interface and coordination;
  • Information management & dissemination, visibility;
  • Aid coordination.
