The overall objective of the programme is to improve the quality of human resources throughout the country, in prospect of equity and better ability to face social, political and economic changes.

The EC priorities in this targeted sectoral budget supportto the Basic Education Reform are:

  • Strengthening of institutional capacity for the implementation of the reform, in the context of the decentralization process;
  • Improvement of the effectiveness, efficiency and equity of basic education through the participation of all actors and beneficiaries at all institutional levels.

Type of services provided

The TA team carries out 4 missions a year for 3 years to assess the compliance of the activities and achievements of the Basic Education Reform with the conditionalities of the matrix (performance based triggers and conditions for the release of EC sectoral budget support tranches).

PROMAN ensures the backstopping of these missions and the quality control of all reports.

The TA team comprises the following highly qualified experts:

  • Economist (Team leader);
  • Teaching specialist;
  • Education sociologist/gender specialist.
