Detailed description of project Back

The support project to the NAO aims at improving the capacities for programming and management of EU aid to Chad. The function of NAO in Chad is entrusted to the Minister of Economy and Planning; the deputy NAOs are the Secretary General and the Deputy Secretary General of the MEPC.

The overall project objective is to improve the relevance, efficiency, effectiveness, impact and sustainability of EU aid to Chad.

The specific objective of the technical assistance contract is to ensure the proper functioning and greater efficiency of the NAO services by improving their management capacity and coordination of EU aid.

The expected results are the following:

  • Result 1: The NAO capacity in project management (programming, design, process management, monitoring and evaluation and integration of crosscutting issues) is improved;
  • Result 2: The NAO support functions and interface services with the technical ministries and projects / programs are improved;
  • Result 3: The contribution of the NAO to the policy dialogue and the involvement of NSAs in the National Strategy for Cooperation are strengthened;
  • Result 4: Rigorous and periodic monitoring of conditionalities and commitments of the country linked to the implementation of projects/programs is strengthened;
  • Result 5: NAO fulfills its responsibilities for implementation of EU-EDF financed projects in total independence towards beneficiaries and in accordance with EDF procedures. NAO is able to rigorously monitor the implementation of projects.

The project aims to strengthen the capacities of the NAO in managing EU aid through the setting-up of a performing NAO Support Unit (with total staffing of 31 people) to allow the NAO to fully assume its responsibilities with respect to:

  • Country Strategy and NIP programming;
  • Contracting Authority of EC funded projects and programmes;
  • Facilitating the implementation of EU aid.

Type of services provided

PROMAN provides the services of 3 long-term experts:

  • One Coordinator, responsible for implementing the overall programme of activities of the NAO Support Unit (880 m/d);
  • One Technical and Operational Adviser, who will assist the Coordinator in all operational and technical matters (880 m/d);
  • One Financial and Contracts Adviser, who will assist the Coordinator with all issues related to EDF financial and contractual procedures (880 m/d).

PROMAN as lead partner of the consortium ensures overall backstopping of the project: backstopping missions in the field, quality assurance, overall contract management.
