Detailed description of project Back

The overall objective of the support programme of which this contract is part, is to strengthen and promote the roles of the civil society organisations in the democratic reforms in Morocco.

The specific objective is the development and the implementation of a technical and operational capacity building programme, of a monitoring and evaluation system and to advocate civil society organisations partners of the EU in Morocco. The programme has several specific objectives focusing on increasing the capacity of the CSO on three levels: internal organisation and management, in their relation with each other focusing on exchange of experiences and bundling of strengths and synergies to increase the advocacy and political weight of the CSO; in their relation with policy makers and decision takers such as the national authorities, EUD etc.

The Programme activities to achieve these objectives are developed in four components:

  • Component 1: Capacity building and reinforcing of the civil society organisations;
  • Component 2: Increasing and diversifying modalities of dialogue between the CSO and the Delegation and between the CSO and the public authorities;
  • Component 3: Developing networking, exchange and internal and external communication skills;
  • Component 4: Mapping of the activities of CSO in selected sectors and geographical programmes.

Type of services provided

The Consortium provides the services of a team of two long term experts. The first one (830 w/d) is specialised in training and capacity building and is responsbile for the coordination and management of the programme ensuring timely delivery of quality deliverables; a training need analysis, development of a training plan and the corresponging tools and materials and organising/ conducting the training.

The second expert (630 w/d), specialist in dialogue and networking is specifically responsible for the development and improvement of the dialogue between OSCs, with the EUD and authorities.

A total of 1.030 w/d specialised short term expertise is foreseen covering different areas sush as mapping of the OCSs communication and dissemination, website development; support to the training programme.

The Consortium ensures the programme backstopping, as well as the quality control of the reports and services provided and the financial management of the contract.
