The “Iraq – Public Sector Modernization (I-PSM)” programme is a joint programme of the UN, established to support the Government of Iraq in modernizing the public sector. n line with the I-PSM programme, two models of school governance and management have been developed and, to some extent, implemented in Iraq: School-Based Management (SBM) model under the Quality and Relevance Pillar of the Iraq National Education Strategy (INES), developed and implemented by UNICEF (implemented in 5,000 schools) and the Developing Schools (DS) model implemented in 30,000 schools. Both models have the overall purpose of improving the leadership and management of schools.

The overall objective of this consultancy assignment is to support the MoE in improving the quality of school environments, learning outcomes, and community participation through a comprehensive model of school governance including Parent-Teacher Associations (PTA) involvement, making schools more child-friendly and ensuring inclusive education for all children, and enabling schools to exercise greater day-to-day decision-making authority such as school rehabilitation. More specifically, this consultancy assignment aims to support MoE in reviewing existing policies and developing a new policy framework for school governance in order to devolve authorities to the school level as part of the decentralized education system, improve the school environment and learning outcomes, and increase community participation in the management of schools.

To improve the efficiency of school governance by harmonizing and streamlining school management & governance schools in the country through streamlining assessments of the Developing Schools (DS) and School-Based Management (SBM) Models, the expert team is :

  1. conducting a diagnostic assessment of the SBM and DS models noting the commonalities of the two models and highlighting elements and areas that have worked well, that did not work well and areas needing improvements.
  2. reviewing the responsibilities, roles, and functions for delivering education across schools including school cadre, parents, and community to determine gaps and capacity needs for fulfilling existing and anticipated future roles including those related to leadership, planning, budgeting, and monitoring.
  3. conducting information and data gathering targeting MoE and DoE staff, headteachers, teachers, and parents in relation to the implementation and monitoring of SBM and DS models impacting children’s learning outcomes and enhancing the learning environment.
  4. supporting both MoEs to develop, endorse, and mainstream a harmonised school governance model across all schools and develop training packages harnessing the lessons learned from both models and developing a new harmonized model of the “upgraded SBM” and conduct training for MoE lead trainers.
