Technical Assistance to Primary Education Development Programme II – Mission for the Harmonisation and Integration of Medium Term Financial Planning and Budgeting for the Second Primary Education Development Program (PEDP-II) in Bangladesh

PROMAN in Consortium with Fem Consult is providing TA to the Second Primary Education Development Programme (PEDP II), a sector wide programme integrating the inputs of 11 Development Partner (DP) and providing ownership to Ministry of Primary and Mass Education (MOPME), and particularly the Directorate of Primary Education (DPE) in the development of a quality education programme.

In this context PROMAN has been asked to organise a financing consultancy to contribute to the harmonisation and integration of MTF Planning and Budgeting. The assignment focused on a review of the utilization of resources under the overall MoPME (Ministry of Primary and Mass Education) resource envelope and the Medium Term Budget Framework of the primary education sector.

Type of services provided

PROMAN is providing the services of a Marco – Fiscal Economist over two field missions.

The Final Report covers:

• Overview and analysis ofGovernment and othersources on MOPME resource allocation and budget execution;
• Presentation and analysis of budget allocation and budget execution: the original, revised and actual;
• A Medium Term Budget Framework for MOPME and PEDP II including a PEDP II ceiling within the MTBF and Performance Indicators;
• Recommendations.
