Detailed description of project Back
The global objective is to support the monitoring and evaluation of the performance of education sector reform in Tanzania. A systemic and pro-poor/pro-vulnerable approach should be promoted.
The specific objective is to develop for the education sector a Performance Assessment Framework (PAF) to be used to review progress particularly during annual sector reviews (including the definition of areas and criteria of assessment in line with sector objectives, a set of measurable indicators related to targets, baseline and source of information)
The expected results are :
To identify which indicators (inputs, outputs, outcome and process benchmarks) are required to monitor the implementation of the Education sector reform as per the sector objectives (NSGRP, Education and Training Policy, Education Sector Development Program, sub-sector programmes, Education Sector HIV/AIDS strategic plan, LGRP, PSRP…) and which indicators are currently used by Government for each objective;
To analyze the required data for the sector PAF: in order to produce a coherent and consistent monitoring tool, the study team will give for each data a clear indication of the sources of information as well as collection periodicity, the dissemination mode, the quality, relevance and the reliability of data;
To assist in refining the indicators by indicating where disaggregation by gender, regions, districts and below, rural/urban, groups with special needs, by quintiles and economic status is possible;
To make suggestions on the grading of each indicator and each area of assessment and on the aggregation of grades for each key component of the sector: the grade of an individual indicator gives a measure of one specific aspect of the performance of the sector. However, in order to get an overview of the evolution and performance of the whole sector, there is a need to give an aggregate grade for each of the components identified in the sector PAF.
