Detailed description of project Back

The Instrument of Pre-Accession (IPA) Component IV “Human Resources Development” aims at fostering the development of human resources by improving the quality of human capital, leading to more and better jobs, higher growth and development, and increased national competitiveness at international level. It is implemented through the Multi-annual Operational Programme Human Resources Development 2007-2013 (OP HRD) covering four focal areas:employment, education and training, social inclusion and technical assistance. A call for proposals under the grant scheme “Fostering social inclusion” has been launched. Its activities should contribute to increased participation of people at social risk and persons experiencing social exclusion into the labour market. The activities need to focus on the most vulnerable disadvantaged men and women. The problems of social inclusion are especially relevant in the economically disadvantaged areas of the country.

The Central Financing and Contracting Department (CFCD) is the Contracting Authority for this Call for Proposals and isresponsible for all procedural and administrative aspects of the award procedure, contracting matters and financial management including payment of project activities. The objective of this contract is to assist the Contracting Authority inthe selection of the best proposals (Concept Notes and Full Applications) received in line with the criteria set in the Guidelines for applicants.

Type of services provided

PROMAN provides the services of a Team Leader and 2 junior Assessors, while B&S Europe provides the services of one junior Assessor. Tasks are the following:

Assessment of Concept Notes (CN)

  • Check compliance with the instructions;
  • Assess CN on the basis of the relevance and the design of the proposed action following the evaluation grid published in the Guidelines for applicants;
  • Each CN to be assessed by two experts working independently of each other;
  • Provide comments and draft a summary of assessments, including comments on the strengths and weaknesses

Assessment of Full Applications (FA)

  • Assess FA on the basis of Financial and Operational Capacity, effectiveness, feasibility and sustainability of the action; Budget and cost-effectiveness followingfollow the evaluation grid published in the guidelines;
  • Each full application to be assessed by two experts working independently of each other;
  • Provide comments and draft a summary;
  • Give a recommendation on whether a full application should be retained or rejected for funding.
