The Directorate of the Centre for the European Union Education and Youth Programmes (Turkish National Agency – TRNA / Ulusal Ajans) is responsible for the management and implementation of the EU Youth Cooperation Programmes such as Erasmus, Comenius, Comett-I, Petra-I, Youth for Europe, Lingua, Eurotechnet, Force and Socrates.

In 2012 the TRNA was allowed to recruit additional 50 staff members bringing the total staff at 178. The specific objective of this assignment is to provide technical assistance to the TRNA in training the newly-employed assistance experts in the areas of:

  • Learning principles ofProject Cycle Management & the Logical Framework Approach (LFA);
  • Understanding the basic principles of a successful project lifecycle management;
  • Working on sample cases and gaining first-hand experience on how to design a successful project proposal;
  • Seeing the role of the logframe in project monitoring & evaluation;
  • Gaining knowledge about financial management and control;
  • Understanding EU policy and IPA functions;
  • Comprehending basic principles in monitoring and evaluation of EU funds – especially in the IPA context;
  • Gaining knowledge about the management of EU funded projects.

Type of services provided

B&S Europe provides the services of the Team Leader and organises the quality control, while PROMAN provides the services of a trainer in IPA and financial management. Tasks include:

  • Needs mapping and stock-taking;
  • Training design, preparation of training materials of 5 modules: PCM and LFA, Project Development and Management, Introduction to IPA, Financial Management, control and rules, Monitoring and Evaluation;
  • Delivery of training courses through various techniques: presentations, PPP, roundtable discussions, Q&A, individual and/or group exercises;
  • Examination and certification;
  • Closure and reporting.
