Detailed description of project Back

The reform in the field of social services and introducing the deinstitutionalisation as a main priority of the Bulgarian social policy started at 2002. The Council of Ministers adopted a new Social Policy Strategy, where among the priority aims are decreasing the number of people, placed in specialised institutions and development of social services, targeted at most vulnerable groups in the society. The accent is on the transition from institutional care towards services, which leave the persons in their community and family environment. The consequence of the high institutionalisation of people is the permanent social isolation. The most vulnerable groups in Bulgaria include people with different disabilities, elderly people and children, deprived from parental care.

The overall objectives of the project of which this contract will be a part are as follows:

  • Strengthening of the child welfare system and deinstitutionalisation of children, people with disabilities and elderly people, placed in specialised institutions through provision of community based services;
  • Improving of the quality of life of persons with mental health problems with respect of human rights.

The objectives of this contract are as follows:

  • Design and provision of a national awareness campaign;
  • Development of curricula and provision of training and supervision activities to the grant beneficiaries;
  • Monitor, support and methodological guidance to the grantees to provide alternative medical, social, educational and mental health services for the different target groups following European Best Practices throughout all relevant Bulgarian authorities;
  • Support and guidance the IA and the PIUs beneficiaries in the process of development of model of services and need assessments.

Type of services provided

PROMAN provided the services of an expert team comprising:

  • One Team Leader and Education (Social) Expert;
  • One Education (Social) Expert;
  • Two (2) Education (Mental Health) Experts;
  • One PR expert.

Core services included:

  • Development of an Action plan for provision of national awareness campaign;
  • Design, production and dissemination of posters and leaflets within the 28 administrative districts in Bulgaria;
  • Elaboration of 5 training programmes for provision of training to the grant beneficiaries;
  • Provision of two four-day trainings and one three-day training to the grant beneficiaries;
  • Monitor, support and methodological guidance to the grantees to provide alternative medical, social, educational and mental health services for the different target groups following European Best Practices throughout all relevant Bulgarian authorities;

Support and guidance the IA and the PIUs beneficiaries in the process of development of models for services and needs assessments.
