Technical Assistance facility for Africa-EU relations in the field of economic development

The global objective of the assignment is to support INTPA Headquarters (HQ) in its strategic approach to Africa-EU relations in particularly by providing swift technical assistance in the form of reliable and comprehensive policy material specifically tailored for the need of DG INTPA, Unit A1, taking into account EU political interests towards Africa as well as relevant existing legally binding agreements, political declarations and strategical documents.

The specific objective is the technical assistance facility is to provide DG INTPA with reliable and comprehensive policy material on Africa-EU relations in the following areas:

• Transport and Infrastructures;
• Digital Technologies and services;
• Sustainable Energy and Climate Change;
• Private Sector and Trade.

In the drafting process, the experts shall keep into due consideration the objectives of the European Consensus on Development and the UN 2030 Agenda for Sustainable Development and its Sustainable Development Goals. Further, they should take into consideration any relevant strategic documents/initiatives issued by the European Union and the African Union for each of the specific thematic areas mentioned above (e.g: The AU Digital Transformation Strategy and The EU digital Compass for the Digitalization thematic area or The European Green Deal and the AU 2063 agenda for the Climate thematic areas).

Type of services provided

• Establishment of a pool of experts with strong knowledge of Africa-EU relations in the 4 thematic areas;
• Preparation of policy materials in response to specific requests received from DG INTPA, Unit 1.
