The Technical Assistance to the EU-Greenland Education Partnership project supports the strengthening of Greenland’s education sector in line with the Greenland Education Strategy 2024–2030 (Uddannelsesstrategi) and the EU-Greenland cooperation framework. Funded by the European Union under Framework Contract SEA 2023 – Lot 12, and implemented within the Multiannual Indicative Programme 2021–2027 (under which 90% of the €225 million allocation to Greenland is dedicated to education), the project aims to enhance institutional capacity, policy coherence, and operational effectiveness in a sector with critical importance for human capital development, labour market outcomes, and long-term economic resilience.

The assignment focuses on strengthening system-level planning and delivery across four interdependent Strategic Areas, supporting the Ministry of Education, the Agency for Education, and municipal-level actors in addressing long-standing challenges related to participation, completion, geographic equity, teacher capacity, and cultural relevance. Key areas of intervention include data systems for education planning and decision-making, equity and student well-being, distance learning and digitalisation adapted to Greenland’s dispersed settlement pattern, and the integration of Inuit culture and Arctic perspectives into curricula and pedagogical practice.

Through a combination of diagnostic analysis, comparative policy learning, iterative piloting, capacity-building activities, and sustained stakeholder engagement, the project contributes to a more equitable, culturally responsive, and evidence-based education system in Greenland, aligned with the country’s reform agenda and the EU-Greenland Global Gateway cooperation priorities.

 

Type of services provided

The assignment provides technical assistance to the Ministry of Education and the Agency for Education, and, where relevant, to municipal education authorities, the University of Greenland (Ilisimatusarfik), KIVITSISA, teacher and labour market representative bodies, and civil society stakeholders, to support education sector reforms in line with the Greenland Education Strategy 2024–2030 and the EU-Greenland cooperation framework. The services include:

  • Mapping, analysis and design of education strategies, reform pathways and implementation tools across the four Strategic Areas ;
  • Needs assessment and diagnostic analysis ;
  • Comparative analysis of international good practices adapted to Greenland’s institutional and cultural realities ;
  • Capacity development for central, municipal and school-level education actors ;
  • Institutional support for data registration, management, governance and interoperability ;
  • Design and piloting of distance learning solutions ;
  • Development of pedagogical resources and inspiration catalogues integrating Inuit culture and Arctic perspectives into curricula (SA4) ;
  • Stakeholder engagement, peer learning exchanges, and knowledge management.
