Detailed description of project Back
Human Resources Development projects financed from the Phare Economic and Social Cohesion Programme (ESC) address significant problems on the Polish labour market in the regions, and aim at strengthening the administrative capacities of central, regional and local authorities as well as local service providers to implement ESF programme after accession. The ESC 2001 programme consists of two components: one at national level and one at regional level with projects in all 16 voivodships.
In order to strengthen the programme and project monitoring as well as the supervision of projects prepared by the Phare ESC beneficiaries and the Implementing Authorities, the Delegation of the European Commission to Poland carries out ex-ante supervision of the Phare ESC programme implementation. In this context, the EC Delegation has called upon technical support under the framework contract to ensure adequate supervision of the selection of projects in the fields of human resources development (service contracts).
PROMAN provided the services of two HRD experts who participated in a total of 18 tender evaluation committee meetings as observers on behalf of the European Commission Delegation. They observed the adherence to all rules and regulations and specifically the Practical Guide procedures for service contracts. The experts reported to the Delegation and prepared a report after each evaluation.
PROMAN HQ provided the technical backstopping, logistics, quality control and financial management.
