The main objective of the mission is to contribute to the participatory preparation of a National Social Development Plan which becomes the articulating framework of the Government’s actions in line with other sectors of Paraguayan society.

The mission shall deliver the following product: A proposed National Social Development Plan 2010-2020, debated, discussed and reviewed by public institutions, civil society organizations and the private sector.

Type of services provided

PROMAN provides the services of a Team Leader and an Expert in social and economic development who will assist in:

• Review of documents, proposals, evaluations and previous work on social and sectoral policies in order topropose a methodology;
• Outline the diagnostic paper on the subject;
• Develop of an agenda with the key stakeholders (local and regional workshops);
• Organization of consultation workshops (up to 15);
• Integrating local knowledge skills and experience of other countries, without attempting to move or adapt models;
• Synthesize and organize the information collected in the participatory meetings;
• To formulate the main Policy Guidelines and Programs of the NSDP taking into account and incorporating strategies, programs and projects of social development and poverty reduction in Paraguay;
• Incorporate the recommendations and changes, considered relevant for the design of the NSDP;
• Design a NSDP, which is the result of a participatory process of elaboration, based on national characteristics and lessons learned from other countries.

PROMAN manages and coordinates the mission.
