In April 2002, the European Commission and the Government of Jordan signed a Financing Agreement for a programme of “Support for Regulatory Reform and Privatisation” (SRRP).

The overall aim of the SRRP programme is to enhance the economic efficiency of infrastructure in Jordan, to improve access of the population to infrastructure services, and alleviate budgetary pressure resulting from subsidies allocated to infrastructure investments.

The specific objectives of the programme are: to promote effective regulation of infrastructure, strengthen the Government’s capacity to encourage private participation in infrastructure (PPI), and increase competition in infrastructure services.

The project consists of five components: three sector components (support to regulatory institutions for telecommunications, electricity and aviation), assistance to the Executive Privatisation Commission (EPC) and a cross-sector component that includes support to the transport sector. This particular assignment falls within this last component.

Type of services provided

The services are provided by a team of five experts and the scope of the services provided includes:

  • Development of a programme for the common training needs of the regulatory authorities within the SRRP Programme (two experts);
  • Development of a programme for the specific training needs within the Transport Sector of the SRRP Programme (one expert);
  • Assessment of the feasibility of setting up a Masters Degree Programme in Regulation in Jordan and to identify and development of a plan for the best way that the SRRP Cross Component training budget can be used to assist with this initiative (two experts).

PROMAN provides the services of the last two experts and one of the experts for common sector training.
