Detailed description of project Back

The overall objective of the program is to support the Government of Mali in its efforts to reduce poverty through support for inclusive and sustainable growth, reduction of food insecurity and the return of peace and stability in northern Mali.

The programme intervenes in four areas: (i) decentralisation and good governance, (ii) rural development and food security, (iii) technical and vocational education and training (TVET) and professional insertion and (iv) health and sanitation.

The specific objectives of the programme are:

  • Strengthen capacity of local government to play its full role of quality public services provider, particularly in terms of local security in the context of inclusive governance and with the support of fully operational state services;
  • Strengthen rural production capacity to sustainably secure (i) income and (ii) food for households;
  • Facilitating the integration of young people and women through appropriate quality training and accompanying measures;
  • Improve access of the population of the region of Kidal to quality health and sanitation services.

The main components of the programme revolve around major themes of the territorial development plan of the region but also the strategic framework for the fight against poverty and main sectoral policies of the Government, especially related to rural regional development.

The formulation of the programme started in April 2015 and ended with the validation workshop end July 2015 in Bamako. Implementation has started in October 2015.

Type of services provided

PROMAN is officially mandated by the Ministry of Foreign Affairs of Luxembourg as executing agency and is responsible for the implementation of all activities.

Extensive national and international technical assistance is provided under the project, including long-term experts based in Bamako and Gao, complimented with specialised short term expertise.
