Detailed description of project Back

Following the Communication of the European Commission “A Programme for Change” of 13 October 2011, a new global cooperation strategy of the European Union has been defined based on the following principles: i) Strategic Cooperation ii) Result based cooperation and iii) coherent cooperation focusing onmaximum three sectors. For those countries with whom the EU has defined an Action Plan in the framework of the European Neighbouring Policy, the programming framework is as from the 2014 the “Strategic Support Framework” (SSF). The programming for 2014-2017 will cover following three sectors:

  • Reform of the justice system and participation of citizens;
  • Labour market and employment;
  • Support to economic management and diversification.Crosscutting themes to be integrated in the programming include: involvement of civil society and enterprises; human rights, gender issues, governance and public finances, employment, environment and climate change, transparency; information systems and statistics, inclusive growth.

The objective of this consultancy is to assist the EU Delegation in the programming in the three priority sectors through a thorough analysis of the sectors and proposing modalities to implement programmes that follow from this analysis.

Type of services provided

PROMAN provides the services of the TVET/ Labour market experts on the 3 expert Team. Each expert:

  • Conducts stakeholder consultations;
  • Conducts field visits in Alger and at least two other regions;
  • Participates in the economic and social dialogues organised by the EUD;
  • Integrates systematically all transversal themes;
  • Organises restitution workshops with EUD and Government.
