Detailed description of project Back

In line with the priorities defined in the Poverty Reduction Strategy of the Government, the Government of Ivory Coast and the European Commission have integrated in the Country Strategy Paper and the National Indicative Programme an important component for the technical and vocational education and training to ensure youth employability.Preliminary studies have resulted in an Project Identification Fiche approved in January 2010 by the Quality Support Group of the EC in Brussels. In this fiche four components have been defined for EC support:

  • Capacity strengthening of the Ministry of Technical Education and Vocational Training (METFP), set-up a dialogue between public and private production sector; defining new curricula, a nomenclature of professions, a reliable medium term expenditure framework and initiating the training;
  • Strengthening of the capacity of trainers through a restructuring of the National Pedagogical Institute for Technical and Vocational Training (IPNETP);
  • Support to the rehabilitation and equipment of Vocational and Technical Training Institutions, addressing equally issues of amortisation and maintenance;
  • Special training of disadvantaged youth or drop-outs of the regular schooling system in agricultural related trades or trades related to the informal sector.

The object of this contract is to assist the Government and the Delegation of the European Union in the formulation of the programme and to draft the Action Fiche and the Technical and Administrative Annexes.

Type of services provided

PROMAN provides the services of a Senior TVET Expert who will analyse:

  • The diagnostic study and in particular the effect of the existing constraints on the feasibility and sustainability of the identified programme;
  • The existing TVET System;
  • Sustainability issues including the economic and financial viability of the proposed programme;
  • The coherence of the programme interventions with the actions planned by other donors or presently on-going in the sector.

After the analyses the Expert will:

  • Provide a description of the risks and assumptions of the programme;
  • Re-examine the costs of the intervention in relation to the weight of each component and the proposed approach;
  • Draft a Logical Framework Matrix, budget and implementation modalities.

Finally the Expert will prepare a First Draft Financing Agreement according to the template for the implementation of UNIDO components.
