Detailed description of project Back
The European Union (EU) has been providing budget support (BS) in the education sector to Cambodia since 2003. The fourth budget support programme, the EU-Cambodia Education Sector Reform Partnership 2014-2016 (ESRP) was signed on 12 March 2014 and started implementation in the first half of 2014. The BS component of the programme comprises three annual tranches of 10, 11 and 11 M€ during the period 2014-16. BS indicators for the variable tranche focus on access (enrolment and completion at basic education level, scholarships, bilingual education), quality (decreased primary repetition rates and implementation of national assessments), and more efficient budget allocation and execution (increase of Programme Budget and school operating budgets, and budget execution).
The overall objective of the mission is to support the preparation of the disbursement requests for the second and third budget support tranche of the EU-Cambodia Education Sector Reform Partnership 2014-2016.
The specific objective of the first (April/May 2015) and second mission (April/May 2016) is (i) to assist the EU Delegation in finalising the assessment report of progress in the education sector in 2014/15 and 2015/16 respectively, and (ii) to assist the EU Delegation and the MOEYS in the assessment of the ESRP targets for 2015 and 2016 respectively.
