Detailed description of project Back

The project aims to support the Tunisian Ministry of Education in preparing and submitting a funding request to the Global Partnership for Education (GPE) under the Multiplier Fund. The primary objective is to mobilize USD 12 million to strengthen institutional capacities and fund priority initiatives outlined in the 2025-2035 Education Sector Plan.

The main expected outcomes include:

  • Development of a concept note outlining the objectives, theory of change, key components, core interventions, expected results, and implementation modalities.
  • Preparation of a detailed program document, including an accurate budget and performance indicators.
  • Finalization of a comprehensive funding request aligned with GPE standards, incorporating feedback from national and international stakeholders.

The project is designed with a participatory approach, involving regular consultations with technical and financial partners, government representatives, and local stakeholders.

Type of services provided

Strategic Analysis and Preparation:

  • In-depth document review of sector plans and similar experiences.
  • Analysis of synergies with ongoing initiatives to ensure optimal complementarity.

Program Design:

  • Development of the concept note, including the theory of change, main components, and expected outcomes.
  • Preparation of the program document with a detailed results framework and indicative budget.

Drafting the Funding Request:

  • Writing the funding request form according to GPE standards.
  • Consultation and validation of documents with GPE and local stakeholders.

Facilitation and Coordination:

  • Organizing collaborative workshops with national and international stakeholders.
  • Presenting deliverables to technical partners for validation.

Logistical and Administrative Support:

  • Assisting the Ministry in the formal submission of the funding request to the GPE.
  • Compiling and structuring final documents, including the concept note, funding request form, and detailed budget.

Key Personnel Provided:

  • Team Leader: Specialist in education, education economics, and the preparation of strategies and funding requests (Tunisian international) – 50 w/d,
  • Expert in Education Planning and GPE Request Development (International) – 25 w/d.
