Detailed description of project Back
Overall Objective (impact) of the project is to support recovery of Kryvyi Rih Raion that benefits the general population and key groups at risk.
Specific Objective (outcome) 1 (SO1) is to support employment through TVET and the provision of a special financing allocation for micro, small and medium businesses.
SO1 is dedicated to creating employment and bolstering employment opportunities in Kryvyi Rih Raion by enhancing TVET. This objective is aimed at equipping individuals with practical and market-relevant skills, thereby increasing their employability. Additionally, SO1 encompasses the provision of targeted financial support to MSMEs. This financial assistance is designed to stimulate business growth and entrepreneurial ventures, further contributing to the region’s economic development and employment landscape. Through these combined efforts, SO1 seeks to create a dynamic, skilled workforce and a thriving business environment, essential for the sustainable growth of the Raion.
Expected results:
Result 1.1 (R1.1): Access to financing for micro, small and medium businesses is increased. This includes the 5 100 000 EUR already allocated in 2023.
Result 1.2 (R1.2): Quality of TVET provision is better adapted to socio-economic needs.
Specific Objective (outcome) 2 (SO2) is to improve educational access and quality for 3–17-year-olds.
SO2 aims to fundamentally enhance educational access and quality for children aged three to 17 in Kryvyi Rih Raion. The objective aims enhancing online education platforms to improve the accessibility and appeal of digital learning and renovating and expanding physical educational facilities to ensure safe learning environment. Additionally, SO2 includes provisions for children with special needs, ensuring inclusive and tailored educational support. This comprehensive approach is designed to address the diverse educational challenges posed by the current context and to ensure that all children have the opportunity to learn and grow, regardless of their circumstances. The age coverage includes children prior to primary, in order to meet the Ministry of Education policy of supporting continuity between pre-school and primary education, given that much pre-school includes basic curricula (such as reading, writing, arithmetic etc.).
In addition, SO2 promotes inclusive education through tailored support for children with special educational needs, ensuring equal access to quality learning opportunities.
Recognising the significant psychosocial impact of the war on children, families and education professionals, the objective also integrates structured Mental Health and Psychosocial Support (MHPSS) and Social and Emotional Learning (SEL) interventions. These are delivered through a multi-level approach combining:
This integrated model provides both immediate support and long-term institutional strengthening within the education system. Particular attention is given to internally displaced children and families, as well as children of veterans and combatants.
The age coverage includes children prior to primary education, in line with the Ministry of Education policy on ensuring continuity between pre-school and primary education.

Result 2.1 (R2.1): Educational access and quality for 3–17-year-olds (online & offline) is improved
Result 2.2 (R2.2): Physical educational facilities such as shelters, and damaged schools are rebuilt depending on the security and military situation

Specific Objective (outcome) 3 (SO3) is to strengthen the skills of Raion authorities in the management of the recovery process.
Specific Objective 3 (SO3) focuses on strengthening the capabilities of Raion authorities in effectively managing the recovery and development process in Kryvyi Rih Raion. This objective aims to equip local officials with enhanced skills in strategic planning, project management, and resource allocation, ensuring they are well-prepared to oversee and guide the region’s redevelopment efforts. By improving the administrative and operational proficiency of these authorities, SO3 seeks to facilitate a more efficient, impactful, and coordinated approach to the region’s recovery and growth, ultimately leading to more sustainable and community-driven development outcomes.

Result 3.1 (R3.1): Project management capacity of the Raion administration is strengthened
Specific Objective (outcome) 4 (SO4) is to support raion energy security and resilience.
SO4 aims to enhance energy security and resilience for critical social, economic, and educational infrastructure in Kryvyi Rih Raion.

The project supports the development and implementation of locally owned energy initiatives that improve efficiency, reliability, and sustainability of energy supply. Decentralised solutions are prioritised where appropriate, as they are less vulnerable to large-scale attacks targeting centralised energy networks.
Through these interventions, SO4 contributes to ensuring continuous and reliable energy access for schools, public institutions, businesses, and communities, thereby strengthening the overall resilience of the raion.

LuxDev was designed by the Ministry of Foreign Affairs Luxembourg (MFA) as implementing agency for the project implementation. LuxDev manages Result 1.1 and Result 3 and delegated the implementation of Result 1.2 and Result 2 to PROMAN, who is responsible for the implementation of all activities under these results and also responsible for the overall administrative, financial and operational management of the project.
Extensive technical assistance is provided under the project, including long-term experts based in Kyiv and Kryvyi Rih, complimented with specialised short-term expertise.
