The wider objective of the PARGSEH is the strengthening of the governance of the Education sector in Haiti, a key priority area within the National Development Strategy for the sector (PNEF).

The project aims at reinforcing the overall organisation and management of the reform process with a principal focus on:

  • Organisational framework for the entire sector;
  • Deconcentration;
  • Strategic management;
  • Human resource management;
  • Financial and administrative management.

In addition, the project supports the setting-up a functional unit within the Ministry of National Education, Youth and Sports (MNEYS), which will be responsible for the management of all EDF financed activities.

Type of services provided

The TA team comprises a total of 9 experts: team leader (change management), administrative and financial management of EDF projects, research in education systems, team management, management and administration, deconcentration, relations with public and non-public partners in the education system, Departmental Funds, internal control.

Key services include:

  • Organisational and management diagnostics (all actors);
  • Support with overall organisational and management reforms (MENJS, DGAs, CFCEN, DDE, DT etc.);
  • Elaboration and support with implementation of related procedures, methodological and analytical tools and instruments;
  • Research and studies;
  • Strategic planning;
  • HRD policy developmentand management(all actors);
  • HRD – skills training;
  • Coordination of external assistance to the sector.
