Within the context of the European Union (EU)’s country strategy for 2007-2013 and 2014-2020, the EU has increasingly moved to using country systems to deliver development assistance, most recently through the use of the general (GBS) and sectoral budget support (SBS) aid modalities.

The mission will Support the Government of South Africa, notably the National Treasury and relevant national departments, in the inception and the implementation phases of the Sector Budget Support provided by the European Union (EU).

The Specific Objective of this contract corresponds to the Specific Objective 1 of the Financing Agreement under which it is financed (TCF): Support the identification, formulation, implementation and audit and evaluation of actions under the MIP 2014-2020 and under other financial instruments implemented by the EU Delegation in South Africa; as well as, to assist Government and the Delegation in the implementation of currently on-going EU-funded interventions.

Type of services provided

  • Support inter-departmental coordination and capacity-building in the timely preparation of SBS Payment Request files as per the National Treasury and the EU requirements;
  • Support timely inter-department coordination and capacity-building in the preparation, implementation and reporting of business plans to mobilize ODA funding from the National Treasury to line departments as per the National Treasury requirements;
  • Support departments in the carry out and capacity building on policy-dialogue for Budget Support, including the logistical and technical support to Programme Steering Committees (PSC);
  • Support departments in any other related task, including sector consultations, in line with the Overall and Specific Objectives of the Technical Cooperation Facility.
