Detailed description of project Back

The Agreement for Peace and Reconciliation in Mali, resulting from the Algiers process, was signed on 15th May and finalized on 20th June 2015 in Bamako. It aims to create the conditions for a fair and lasting peace in Mali and to contribute to sub-regional stability.

The general objective of the SDNM 3 program (17 mil. €) is a continuation and follow-up of the already ongoing programme under SDNMII, namely:

  • Contribution to the sustainable and equitable improvement of the living conditions of the populations of the northern and central regions of Mali;
  • Contribution to the return of peace and security.

The specific objectives are:

  • Objective 1: Contribution to the reduction of the economic and social vulnerability of disadvantaged populations in the targeted regions;
  • Objective 2: Contribution to restoring the confidence of the beneficiary populations in the capacity of the State to meet their priority needs;
  • Objective 3: Contribution to the re-establishment of intra and inter-community social ties;
  • Objective 4: Contribution to the establishment of relevant, inclusive and concerted territorial development strategies.

The program is structured around four components:

  • Component 1: Construction of infrastructure for rapid implementation under the management of local authorities in the priority social and economic sectors;
  • Component 2: Support of the project management and capacity building of local authorities;
  • Component 3: Technical and institutional support for the enhancement of investments financed under the project;
  • Component 4: Support to local authorities in terms of capacity for strategic planning and coordination of interventions in the targeted territories.

Under components 2 and 3, SDNM 3 provides for the recruitment of two regional operators. The project intervention area is divided into 2 geographically and institutionally coherent groups, with a group comprising the regions of Kidal, Gao and Ménaka on one hand, and a group comprising the regions of Timbuktu, Taoudéni, and Mopti on the other one. PROMAN has been appointed the regional operator for the regions of Kidal, Gao and Ménaka.

Type of services provided

  • Institutional diagnosis and agreement;
  • Contribution to the drafting of the program procedures manual;
  • Development of methodological tools for the identification and formulation of investment projects;
  • Support to local authorities in the identification and formulation phase of investment projects;
  • Support for the technical phase of investment selection and financing (technical content of project files, preparation of tender files, management and monitoring of work, monitoring and evaluation);
  • Meet contractual reporting obligations.
