Detailed description of project Back

Since 2003, The DTI was the EU’s main partner and implementer of the Sector Policy Support Programme, SWEEEP – Sector Wide Enterprise, Employment and Equity Programme of € 50 Million (twice €25 Million). It focused on SME development and improved competitiveness of key priority sectors in line with the MTSF (medium term strategy framework 2006-2009) of the DTI. Under the first phase of the programme (2003-2006) a first fixed tranche of €10 Million was paid in March 2004 and a second instalment of €10 Million (fixed tranche) and 3.82 Million (variable tranche) was paid in December 2006.

Under the second phase of the programme (2007-2010) -the 3rd tranche was due but only the €10 Million fixed tranche was paid on time. An agreement on the indicators (Key Performance Indicators) for the last variable tranche was reached between the DTI and the EU in June 2008. A last 4th tranche was then paid in December 2008 for a total amount of €5 Million (fixed tranche) and €11.180 Million (variable tranche). The unpaid amounts under the variable tranches was then de-committed.

The key result of this assignment will be a comprehensive report focusing on: relevance, efficiency, effectiveness, sustainability and to what extent the recommendations from the mid–term review were taken into account in the second phase of programme implementation. The mid-term review has been looking at the relevance, the effectiveness and to a lesser extent the sustainability.

Type of services provided

The services are provided by 2 Senior M&E Consultants. Core services include:

  • Desk Review/Stock taking: A review of the Financing Agreement, The mid-term review (dated September 2006), the quarterly monitoring reports prepared by the DTI for the ExBo (ExCo) using the beneficiaries contributions as well as the payment files prepared by the EU delegationand background analysis done for each tranche release;
  • Consultations/Interviews: With all relevant stakeholders including the EU Delegation, the beneficiaries, the management of the DTI (DG and CFO) and other relevant donors, or stakeholders;
  • Facilitation/Presentations: One closure event/ exchange of good practice workshop;
  • Final Report drafted and approved.
