Sector support for the formulation of EU interventions in the communication and audiovisual sector

Detailed description of project Back

In accordance with the provisions of the financing agreement for the RSA II program, the overall objective of this contract is to contribute to the strengthening and deepening of the partnership between the European Union and Morocco as proposed in the Roadmap of the advanced status by promoting especially the regulatory convergence between the Moroccan legislative and institutional framework and the acquis of the European Union.

The specific objective is to provide sector support for the formulation of EU interventions in the fields of communication and audio-visual, to the benefit of the:

• Ministry of Communication;
• Moroccan Cinematographic Centre (CCM);
• Higher Institute of Information and Communication (ISIC);
• Higher Institute of Audio-visual and Cinema Crafts (ISMAC).

The European Union specifies that the CAP RSA already benefits from technical assistance to formulate and prepare project fiches and terms of reference. The expertise to be contracted under this request for the provision of services should therefore focus on sector-specific analysis and provide the sectoral expertise necessary for the preparation of these documents.

Type of services provided

Core services include:

• Conduct a synthetic institutional diagnosis of the communication and audio-visual sector;
• Identify capacity building needs and define priorities;
• Provide specific recommendations on priority needs and outcomes.

The services are provided by one expert, specialist in cultural heritage management.
