Detailed description of project Back

The success and impact of the support project to the Rundu Vocational training Centre (RVTC), lead to the formulation of a similar support project to the Zambezi Vocational Training Centre (ZVTC). Due to institutional changes in the vocational education sector, the Ministry of Foreign Affairs of Luxembourg (MFA) decided to postpone the implementation of the project in order to guarantee its perfect coherence with new government policies and priorities. In early 2004, the proposal of the Ministry of Higher Education, Training and Employment Creation (MHETEC) to establish a Namibia Training Authority (NTA) was approved and this new institution will be progressively responsible for the management and implementation of all initiatives in the sector. The MFA has now asked to adapt the first proposal to the changed circumstances and more specifically to:

  • To ensure that all staff in the Zambezi Vocational Training Centre (ZVTC) and the Rundu Vocational Training Centre (RVTC) will be able to function optimally and thus deliver high quality training in an efficient and effective manner;
  • To collect and/or update information in order to clearly define the contents of the Luxembourg support to the ZVTC.

Type of services provided

PROMAN provides the services of a Vocational Education Expert, who

  • Executes an in-depth training needs analysis and subsequently designs a comprehensive and individualised staff development programme for staff of the ZVTC and the RVTC;
  • Prepares an amended project document considering the results of the previous investigation, the first 2003 version, and the new orientations.

PROMAN HQ is providing backstopping, quality control and participates in the (de)-briefing.
