The Government of China is committed to achieving a complete statutory social security system by 2005.The 1998 Communication from the Commission entitled “Building a Comprehensive Partnership with China” emphasises the Commission’s commitment to strengthen Social Security systems. The Country Strategy paper 2002-2006 foresees the EC supporting China in the areas of social health insurance, pension and unemployment funds. A total amount of 20 million EURO is foreseen for this purpose.

The objectives of the identification and programme formulation mission are:

  • To assess the present status of Social Security reforms, with emphasis on social health insurance, unemployment benefits and pension funds;
  • To set out the general programme framework of an EC programme of support;
  • To produce a draft financing proposal.

with emphasis both on Central Government level (Beijing) as well as on two geographically selected provinces (Gansu and Shandong) and covering both institutional support/capacity building and reform design/planning needs.

Type of services provided

PROMAN provides a team of experts in social security consisting of:

  • Team leader – Social Security Expert (EU);
  • Social Security/Pension Fund Expert (EU);
  • Health Insurance Expert (EU);
  • Unemployment Insurance Expert (EU);
  • 3 Local Experts (social security).They review the present state of scientific literature and research; carry out an in-depth problem analysis; perform a strategic and stakeholder analysis at central and provincial level and design a Programme Proposal for EC funding.

PROMAN provides backstopping and quality control of reports and services.
