Detailed description of project Back
The protracted civil war has had a significant negative impact on Liberia’s infrastructure, the economy (and economic planning), the development of institutions and its productive capacity. Conflict and mismanagement have taken Liberia to the bottom of the Human Development Index.
The EC is currently preparing the EDF 9 Programme for Liberia based on the needs and priorities for Liberia’s reconstruction jointly identified by the National Transitional Government of Liberia (NTGL) and the donor community. The National Indicative Programme (NIP) foresees two focal sectors: (i) country development and (ii) education and one non-focal sector governance. Education was chosen as a focal sector as it represents the cornerstone of future economic and social development, and by implication long-lasting peace based on inclusiveness and plurality.
The objective of this consultancy, financed by Post Conflict Capacity Building and Rehabilitation Programme, is to translate the policy and strategy for the second focal sector – education – into a programme approach, including the modalities for implementation to complement the national policy for the sector.
