Detailed description of project Back

The European Union has been supporting the education sector in Cambodia since 2003. The fifth budget support programme, the EU-Cambodia Education Sector Reform Partnership 2018-2021 (ESRP) was signed and started implementation in August 2018.

Budget support is coupled with complimentary support, currently provided through a multi-donor trust fund, the Education Capacity Development Partnership Fund (CDPF) managed by UNICEF, and co-financed with UNICEF, GPE, USAID and Sweden.

The ESRP 2018-21 Performance Assessment Framework (PAF) currently includes 10 indicators relevant to basic education and cutting across the major reforms under implementation by the MoEYS.

The specific objectives of the assignment are:

  • To regularly assess the Education Strategic Plan’s implementation and fulfilment of EU Budget Support to the Education Sector eligibility criteria;
  • To support the MoEYS and the EUD in the regular monitoring of the implementation of priority reforms (as per the ESRP 2018-21 PAF);
  • To support the MoEYS, the EUD and the Swedish Embassy with ad hoc analysis in connection to selected priority reforms.

Type of services provided

  • Three monitoring reports per year on the implementation of the PAF;
  • Two sector performance assessments (2019, 2020), in preparation of the annual Education Sector Retreat;
  • Regular advice to the EUD and the Swedish Embassy in the form of short technical notes.

Main staff provided:

  • Team leader (110 w/d).
