The Hurricane Mitch had a devastating effect in the countries of the Central American Isthmus in 1998; a substantial part of the economic and social infrastructure in Nicaragua was destroyed.Through the ECHO Programme the EC provided support during the emergency and post emergency period. After this the EC decided on a plan of action for the region to reconstruct and to contribute to the establishment of a basis for sustainable development. The main part of this strategy was the Regional Programme for the Reconstruction of Central America (PRRAC). The Project ‘Strengthening of the education sector in the regions affected by the Hurricane Mitch in Nicaragua’ (FOSED) which is subject of the current MTR is part of this Programme.

The objective of the project is to increase access of the population to primary education services of better quality with good infrastructure and adequately equipped and consists of four components:

  • School Infrastructure: “Infrastructure and school environment rehabilitated, improved or built; specifically in the rural areas of the departments ofNueva Segovia and of the “Región Autónoma Atlántica Norte” (RAAN);
  • Technical and Vocational Education:”The quality of the supply of technical and vocational education is improved, the infrastructure modernised and the teaching equipment replaced; mainly in the three centres of INATEC;
  • Adult Education: “Training for the job of adults with low schooling level, specifically in rural areas and in marginalised urban areas;
  • Intercultural bilingual Education: (EIB) “Education Programmes with focus on intercultural bilinguals in RAAN identified, financed and implemented”.

The project runs over a period of four years and started in January 2002. The objective of this assignment is to carry out a Mid Term Review.

Type of services provided

PROMAN provided the services of four experts (Team Leader and Education systems; two TVET Experts and an Education Expert) who :

  • Evaluate the achievements of the project till date in as planned in the Financing Agreement, the Overall Work Plan and the Annual Work Plans;
  • Review with the Government of Nicaragua the relevance and the consistency of the Financing Agreement and the respective work plans against the development needs of the region;
  • Comment on a possible reorientation of the project and suggest the most appropriate way to consolidate the results and ongoing activities;
  • Formulate strategic guidelines and corresponding operational measures to ensure an autonomous and effective management of the project in line with the Financing Agreement.
