Mid-Term Evaluation of the Support to the Employment Creation Project

Unemployment is a serious problem in Morocco as in many other countries in the region. This has become even more apparent over the last decade with an increase in unemployment under the qualified workforce. The Government of Morocco (GoM) responds with a twofold strategy: on one hand employment creation through the creation of new enterprises and support to existing SME’s and on the other hand the reform of the education and training system in order to make the supply of qualified workforce meet the demand. In this context the GoM has created the National Agency for the Promotion of Employment and Expertise (ANAPEC). The EC is financing a 3.3 Mil Euro Support to Employment Creation Project. The objectives of this assistance are:

• To Support the ANAPEC in the introduction of youngsters in the labour market and to assist in defining its human resources needs;
• To Reinforce the ANAPEC in delivering of technical assistance to the creation and support of enterprises and in the development of self – employment.

Type of services provided

PROMAN is providing an expert in self-employment and an expert in salaried employment, who:

• Verify if objectives correspond to the Financing Agreement;
• Analyse results, effectiveness, efficiency;
• Verify the functioning of the Technical Assistance provided;
• Examine the institutional situation of the ANAPEC;
• Formulate recommendations to accelerate the achievement of the objectives;
• Analysis and conclusions useful for defining new forms of cooperation (Mid-Term) between the GoM and the EC.
