Detailed description of project Back

The overall objective of the EC support to the EducationReform Programme in Algeria is to improve the efficiency of the education system by raising the level of teaching and management skills in the sector. More specifically the project aims to improve the quality of the education system through a support to the training of teaching staff and to improve and strengthen the management of the education system at both central and local level.

The expected results are the following:

  • Improvement of the management capacities of Education Directors and school principals;
  • Improvement of the content of the teacher training and of the functioning of the training colleges;
  • Strengthening of the system for guidance and follow-up of pupils;
  • Set up of School Education Projects in selected provinces, financing of teaching programmes, and the evaluation and sharing of their results in the perspective of a nationwide implementation;
  • Development of the main outlines for a plan for the general extension of pre-primary education;
  • Development of action plans for decreasing the drop-out rate.

The objective of this assignment is the mid term evaluation of the programme in terms of its relevance, effectiveness, efficiency and viability and if possible of the impact of the actions as regards the objectives of the project.

Type of services provided

The evaluation team consists of three experts:

  • A team leader and education expert;
  • An expert in school guidance and sector strategy;
  • An expert in management of the education system.

The experts:

  • Verify whether all preconditions for the set up of the project have been fulfilled;
  • Evaluate the programme’s qualitative and quantitative progress;
  • Identify the possible constraints causing delays;
  • Determine in collaboration with the involved departments detailed indicators for the qualitative and quantitative evaluation of the activities and impacts of the project;
  • Estimate the socio-economic status ex-ante of the target population;
  • Identify the possible problems encountered and the relevance of the proposed solution;
  • Make recommendations for the further implementation of the programme.
