Detailed description of project Back
Proman is conducting an independent mid-term evaluation of two EU-funded interventions implemented in the Mono and Couffo departments of Benin. The interventions support (i) the management of the Mono Biosphere Reserve and the Bouche du Roy Marine Protected Area for inclusive and sustainable economic development (INTV-18832), and (ii) the agroecological transition and sustainable food systems in and around the reserve (INTV-18810).
The evaluation covers the period from 1 January 2023 to 30 June 2026 and assesses the interventions against the criteria of relevance, coherence, efficiency, effectiveness, early signs of impact and EU added value. It also integrates cross-cutting considerations, including gender equality, human rights, environmental protection and climate change.
The assignment has two overarching purposes:
- Provide the European Union and relevant stakeholders with an independent overall assessment of the performance of both interventions, their results and the factors that facilitated or constrained achievement;
- Identify lessons learned, conclusions and actionable recommendations to improve current and future interventions, inform exit strategies and sustainability, and guide future programming and a possible second phase of support to the Mono Biosphere Reserve.
Type of services provided
- Inception phase: desk review, stakeholder mapping and initial interviews; reconstruction of the intervention logic/theory of change; refinement of evaluation questions, judgement criteria and indicators; preparation of the evaluation matrix, methodology, sampling strategy, work plan, inception report and presentation.
- Desk and field phase: systematic review of secondary sources; remote and face-to-face interviews; primary data collection; consultation of public authorities, implementing partners, civil society, communities and economic actors; and a field mission in Benin by both experts.
- Analysis and validation: triangulation of quantitative and qualitative evidence; preparation of preliminary findings, conclusions and presentations; and discussion with the EU evaluation reference group in Cotonou.
- Synthesis phase: preparation and presentation of the draft final report; integration of consolidated comments; delivery of the final report, executive summary, response matrix, conclusions, lessons learned and recommendations through the EU Funding & Tenders Portal.
- Project management and quality assurance: operational coordination, methodological backstopping and multi-level quality review of all deliverables.
