The Caribbean University Level Programme (CULP) is one of the human resources programmes implemented under the Caribbean Regional Indicative Programme of the 7th EDF. The main objective of the programme is to support the creation of Caribbean capability to help meet the demand by public and private sector institutions in the region for trained professional staff able to deal with the transnational development challenges of the future, this through.

This will be achieved through the establishment of regionally integrated Masters Degree programmes in the various key disciplines, regional seminars and conferences to promote professional interactions in these disciplines, development of distance education and compatible information systems support and the promotion of co-operative research. These courses are built on, and located in well-established tertiary education institutions in the region.

The aim of the evaluation is to evaluate progress, determine the extent to which objectives have been met, make recommendations on possible improvements and assess longer term sustainability.

Type of services provided

The 2 evaluators provided by PROMAN SA studied the following issues:

  • Compare the progress of the programme with its primary aims and determine to which extent these have been achieved;
  • Assess the development of the administrative regulations and guidelines and their application by the implementing universities;
  • Assess the learning process from experiences and relevant changes for the second half of the programme.

The evaluation focused especially on relevance, efficiency and effectiveness.
