This Technical Assistance Assignment supports the City of Kryvyi Rih in Ukraine in addressing the critical need for reintegration of demobilised veterans and their families into civilian life and the labour market in the context of the ongoing war. 

The project is implemented under the EBRD Gender and Economic Inclusion Technical Assistance Framework – Access to Skills and Employment and aims to strengthen the City’s institutional capacity to deliver sustainable economic and psychological support services for veterans. 

The overall objective of the Assignment is to support the Municipality in: 

  • Facilitating veterans’ successful reintegration into the workforce through specialised upskilling and reskilling programmes, with a strong focus on IT sector employment, financial literacy and entrepreneurship.  
  • Enhancing the capacity of municipal psychologists and relevant institutions to provide targeted psychological support services, including trauma- and PTSD-informed care for veterans and their families. 

The project combines labour market reintegration, institutional strengthening, capacity building and service improvement to contribute to the long-term human capital recovery and resilience of Kryvyi Rih. 

Type of services provided:

  • Conducted a comprehensive baseline and needs assessment covering labour market barriers for veterans (with a focus on IT sector employment) and gaps in municipal psychological support services. 
  • Developed and formalised partnerships between the City and local/international universities, TVET providers and relevant stakeholders, including preparation of MoUs and coordination mechanisms. 
  • Designed and developed specialised training programmes for veterans and their families (including dedicated modules for women) focused on IT skills, financial literacy and entrepreneurship, aligned with industry standards. 
  • Designed and delivered capacity-building programme for municipal psychologists on trauma-informed care and PTSD support for veterans and their families. 
  • Provided implementation support, sustainability planning, monitoring & evaluation framework development, and communication/visibility support, including organisation of a launch event.
