The general objective of the mission is to identify, on behalf of the MAEE, support for the reconstruction of Ukraine. This will take into account the needs and requests expressed by the Ukrainian authorities, as well as actions currently being implemented by humanitarian and development actors financed by Luxembourg, and by other technical and financial partners also contributing to the country’s reconstruction efforts.

The expected outcome of the mission is the identification of Luxembourg’s support to the reconstruction of Ukraine, with proposals for geographic, sectoral and beneficiary targeting, the integration of cross-cutting themes (gender and human rights, environment, D4D), intervention methods and size of the various support allowing formulation-implementation at the end of the identification process.

The main tasks are as follows:

  • Identification of targeted intervention geographic areas;
  • Identification of intervention sectors and beneficiaries;
  • Identification of project owners and contractors;
  • Proposal of approaches (project aid, alignment) and implementation methods (governance, national mechanisms) for the support identified;
  • Integration of cross-cutting themes (gender and human rights, environment, D4D), through concrete action proposals, in the interventions identified;
  • Sizing of identified support;
  • Production of deliverables.

  • Progress report on geographic and sectoral targeting;
  • Progress report on MOA, MOE, approaches and modalities;
  • Concept notes enabling the formulation and implementation of support;
  • Global strategic cooperation document.
