The objective of the mission is to assist the EC and the Government of Uruguay with the identification and formulation of a project or programme aimed at supporting the process of regenerating social and territorial cohesion in the country. In particular, it is expected that the project/programme will contribute to improving the economic and social situation in the poorest Departments. The mission will consist of 3 phases:

• Phase 1: Identification;
• Phase 2: Formulation;
• Phase 3: Start-up support.

The mission was carried out by a team of 2 experts.

Phase 1

• Situation & problem analysis;
• Identification of a project/programme idea;
• Identify core actors;
• Prepare Project Fiche.

Phase 2

• Full project formulation exercise.

Phase 3

• Preparation of the overall work programme and inception phase WP.
