Although the country is engaged in a widening of its economy, to face a stronger competitive pressure, the objective of the EC cooperation is to support national efforts aiming to accomplish the Millennium Development Goals and those of the National Initiative for Human Development, as well as to reinforce the social system and to improve the quality of education, health, employment and social protection.

This way, the INDH establishes poverty reduction and marginalisation at the heart of the public debate in Morocco and offers an incredible opportunity to reinforce local communities, in particular communities and associations in their efforts to reduce serious social problems. It is important to point out that the INDH should become and important mechanism to improve local governance in the country, more particularly in the fields of local development and the management of basic social services, in coherence with social politics at national level.

The mission has three main objectives:

  • Establish the progress made by the INDH since its beginnings in 2005;
  • Identify the different possibilities and scenarios for the implementation of the financial contribution of the EC and offer reasonable guarantee as to the possible success;
  • Formulation of the EC financial support programme.

The mission will be implemented in two phases, a first phase covering objectives (i) and (ii) and a second phase for objective (iii). The second phase of the mission will only be carried out if the EC gives a positive feed back after analysis of the first phase.

Type of services provided

PROMAN provides the services of three experts:

  • A team leader, expert in social policies and participatory approach;
  • An expert in local development and community management of social services;
  • An expert in macro-economy and public finance.

At the end of the identification phase the experts will prepare an end of identification phase document and its annexes, presenting a brief evaluation of the progress of the INDH since its beginning in 2005, a detailed analysis of the strategies of the Moroccan authorities in the area and the axes of the eventual intervention of the EC will be presented.

At the end of the formulation mission, the experts will prepare a formulation report that will establish in detail:

  • The contents and modalities of an EC support programme to the INDH;
  • The objectives and results to be obtained;
  • The instruments and modalities for its implementation;
  • A selection of indicators, conditionality, accompanying measures or any element that can serve for measuring the state of progress of the intervention of the EC.
