Detailed description of project Back

The overall objective of this project is to collect timely indicative baseline data on the harmonization and alignment of aid effectiveness in South Africa, taking into account the revised targets of the Paris declarations of March 2005. Ultimately the study should provide more accurate benchmarks and realistic targets for the coming five years and the means to monitor progress. The support is to be provided to the Chief Directorate of International Development Cooperation in the National Security, charged with the overall responsibility of coordinating and managing Official Development Assistance (ODA) to South Africa.

The specific objectives include:

  • Provide detailed qualitative and quantitative baseline information data on 12 indicators and target years to be achieved for the five main areas of the Paris Declaration on Aid Effectiveness and Partnership Commitments consisting of ownership, alignment, harmonization, result management and mutual accountability;
  • Provide an assessment criterion and the analysis for each indicators and targets;
  • Quantify ODA commitments and actual disbursements to date and provide explanations for under or over disbursement in relation to commitments;
  • Assess the manner in which donor countries base their overall support to South Africa’s national development strategies, institutions, and procedures and suggest ways and means to make it more effective;
  • Investigate the policies of donor countries in order their actions are more harmonized, transparent and collectively effective;
  • Explore ways and means of creating favourable conditions for both South Africa and donor countries to work on mutually accountable development results;
  • Develop monitoring and evaluation system to monitor baseline indicators for the coming five years;
  • Assess lessons learned and provide policy perspectives for the years to come.

Type of services provided

PROMAN provides the services of a team of three local experts. Core services include:

Desk phase (research):

  • Identifying relevant quantitative and qualitative data and indicators on the categories of aid harmonization and alignment and the 12 indicators as they relate to South Africa;
  • Concretise suitable methods of data and information collection in Pretoria and if feasible in Paris with the DAC Working Group on Aid Effectiveness;
  • Presenting appropriate methods of analysis of the information and data collected.

Field & synthesis phase:

  • Collection of data on aid harmonization and alignment as stipulated in the overall and specific objectives;
  • Compilation of final report integrating results, desk and field reports, findings, recommendations and lessons learned.

PROMAN HQ is responsible for the backstopping of the mission and overall quality assurance.
