Detailed description of project Back

The sector of “sustainable and inclusive growth” has been defined as a new priority for joint development cooperation between the two governments of the Grand Duchy of Luxembourg and the Republic of Kosovo. Their MoU stipulates that support will be provided to governance, implementation of policies, programmes and initiatives for the development of employment, the private sector and the innovation and research sector in order to promote inclusive growth, especially for young people and vulnerable groups. It is understood that an important focus for the period 2023-2025 will be on digitalization by increased use of Information and Communication Technologies (ICT).

This mission will formulate a programme/project in three pillars and interventions defined in the MoU:

  • Pillar 1: supporting the strengthening of economic and financial governance through the establishment of the Sovereign (Wealth) Fund;
  • Pillar 2: support capacity development and resilience of the cyber security system, including support to the establishment of an operational cyber security centre;
  • Pillar 3: strengthen the innovation, research and development ecosystem through the implementation of an innovation fund within the Ministry of Industry.

Type of services provided

The following methodology is applied:

  • The team will analyse the problems and needs based on the reading of several strategy and policy documents as well as laws in place;
  • Engage in extensive consultations with all stakeholders, especially the main beneficiary per each specific objective and the coordinating authority within the Government of Kosovo (GoK);
  • Build consensus on the strategy per priority area (pillar), selection of interventions, specific activities and tasks to be executed and the definition of outputs, outcomes and impacts in a logical framework with indicators and targets;
  • Suggest an appropriate structure under clear governance, expected to become operational in July 2023.
