Detailed description of project Back
The EC and the Government of Botswana have agreed upon the HRD as focal sector under the 9th EDF. Although Botswana has made a remarkable progress in the social spheres since independence, the HIV/AIDS pandemic have a depressing effect on health indicators and economic development. Unemployment and poverty remain main concerns.In this context, whilst sustaining quantitative achievements in education at its lower levels, improvements would essentially concern quality throughout the Education Sector, and an expansion at post-secondary level.
The strategy for HRD under 9th NDP concern five key-result areas: Establishment of a coherent National Qualifications Framework to promote a culture of lifelong learning; Improvement of the planning, management and co-ordination for HRD under NDP9; Improvement of the quality, access and equity of education and training; Establishment of a national structure strategy for e-learning; and Effective provision and expansion of technical and vocational education and training.
It has been agreed that the EDF9 resources under the focal sector would support the Sector Wide Approach in E&T through non-targeted budget support, monitoring progress on the basis of mostly sectoral indicators.
The objective of this Formulation Mission is to prepare a financing proposal, agreeable to both GoB and the EC, for an Education and Training Sector Policy Support Programme (E&T SPSP) for EDF9 financing.

The Formulation follows the guides to both the EC support to sector programmes and the Programming and implementation of budget support for third countries. PROMAN HQ is responsible for the necessary backstopping and quality assurance.
