In 2001 Montenegro started an ambitious reform of its educational system with the adoption of the main goals for the reform, compiled in The Book of Changes, and the elaboration and subsequent execution of “Strategic Plans of Education Reform”. As a part of the overall education reform, Montenegro considers its vocational education and training (VET) system with a special attention due to the fact that this segment of the education system is crucially important for further economic development.
In December 2006, the Ministry of Foreign Affairs and Immigration, Directorate of Cooperation and Development, submitted a formal request to the Ministry of Foreign Affairs of the Grand Duchy of Luxembourg (MFA) for the support of the vocational education and training system in Montenegro. Subsequently, the MFA mandated Lux-Development in March 2007, to examine the request and to prepare the formulation of a project for the “Strengthening of Vocational Training in the Republic of Montenegro” for a duration of 3 to 4 years.
According to the terms of the mandate, the formulation should start with an analysis of the current VET sector situation anda validation of the proposed sectors (agriculture, food processing and veterinary sector and related sub-sectors, such as tourism, and concern curricula development, teacher training, construction, rehabilitation and equipment of infrastructure (VET schools and Training centres for adults), and entrepreneurship education.
The updated and completed feasibility study should allow proposing one or more scenarios for a future intervention, which should be discussed between MFA and the Ministry of Education and Sciences (MES) in order to take the necessary decisions to proceed with the project formulation.
The formulation should also concentrate, if possible, all future interventions in the north-eastern region and take into account the necessity to support the MES in completing and executing its development strategy for the VET and adult training in Montenegro.
Type of services provided
PROMAN provides the services of a team consisting of a: Vocational Education Expert (Team Leader), an (Organic) Agriculture Expert and a Tourism expert.
